出口危险货物包装检验出口危险货物包装检验出口危险货物包装检验为确保出口危险货物包装质量和贮运安全的检验工作。中国商检部门依据《商检法》规定，和联合国长危险货物运输建议书及国际海运、空运和陆运等国际组织制定的有关危险货物运输规则的要求，对出口危险货物的包装实施强制性检验劣商检法》明确规定:为出口危险货物生声包装容器的企业，必须申请商检机构进行包装容器的性能鉴定。生产出口危险货物的企业，必须申请商检机构进行包装容器的使用鉴定。使用未经鉴定合格的包装容器的危险货物，不准出口。联合国危险货物运输专家委员会制定的《危险货物运输建议书》、国际海事组织制定的《国际海运危险货物规则》以及国际民航组织制定的《国际空运危险货物规则》等，都对危险货物的包装性能和检验标准作了明确规定。中国商检机构早自1985年7月1日起，依照国家经委、交通部、经贸部和国家商检局联合发布的《海运出口危险货物包装检验管理办法》，对海运出口危险货物的包装开始执行强制性检验。危险货物指具有燃烧、爆炸、毒害、腐蚀和辐射等危险特性，如果包装不良或处理不当将会对生命财产造成重大危害的物质或物品。为了确保储运安全，避免重大事故，对危险货物包装提出了严格要求和制订了相应的检验标准。出口危险货物包装检验有两大内容，即包装容器的性能检验和包装容器的使用鉴定。前者是对包装容器本身的结构性能进行检验，后者是对包装容器的使用方法是否得当进行鉴定。根据联合国的规定，凡是经国家主管当局检.验合格的危险货物包装容器，必须印制“危险货物包装标记”，以证明其合格。中国商检机构对出口危险货物包装生产企业实行质量许可制度，只有经考核合格并获得商检机构颁发的包装质量许可证的包装生产企业，方可生产出口危险货物包装。中国出口危险货物的运输部门凭商检部门出具的出口危险货物包装检验合格证书方可办理出口危险货物的承运手续。
