环境监测质量保证保证环境监测数据可靠性的全部活动和措施。其目的是为了避免由于错误的监测数据造成环境保护的失误。要保证监测数据的质量，就要有一个好的监测计划。此外，要根据监测目的确定一个合理的监测数据的质量要求和相应的分析测量系统。主要包括：采样方法，样品处理和保存，实验室供应（如蒸馏水、实验用气、供电、通风等）,仪器设备的选择和校准,器皿的选择、洗涤和校准，试剂的选择、提纯和检验,基准物的选择,标准溶液的配制和标定，分析方法的选定，分析测量程序，数据记录、处理和结果审查，数据质量控制，数据保存，技术培训，实验室清洁度和安全等。质量控制分内部质量控制和外部质量控制。内部质量控制包括空白试验，校准曲线核查，仪器设备定期标定，平行样分析,加标样分析等。在内部质量控制中,使用控制图最为方便。运用控制图的基本依据是：一个确定的分析测量系统，重复分析一个均匀稳定试样所获得的结果，服从或近似服从正态分布。如图所示，控制图一般采用直角坐标。横坐标表示分析时间或结果顺序；纵坐标表示作为分析质量指标进行控制的统计量；中心线是统计量的平均值；上、下控制限之间表示结果的可接受范围，也是采取行动的标准。在分析工作中，当分析结果超出控制限时，表明分析误差超过允许范围，这时就要停止实验，寻找原因并加以纠正，直至恢复到受控制状态为止。在每批样品要作一个已知的控制样，同时作该批分析样品总数的15％至20％的双样。外部质量控制一般由居于常规监测外的有经验的人员来执行，以便对数据质量进行独立的评价。可以采用的手段有：分析测量系统性能的现场评价，分发标准物样品进行实验室间比较，分析方法比较，分析人员之间的比较等。根据分析结果与标准值的符合程度来判断数据的可靠性。当前，环境监测的质量保证正引起一些世界性组织和一些国家环境保护机构的重视。环境标准物的研制也随之有了较大发展。如美国国家标准局近年来颁布的环境标准物就有60种左右。美国环境保护局于1979年规定，凡属该局资助和委托、数据为其使用的监测活动，都要执行全面的质量保证程序。中国于1980年编印了《环境监测标准分析方法（试行）》，同时开始组织实验室间验证试验和进行进一步的方法标准化工作。参考书目EPA Environmental Monitoring & Support Laboratory,Handbook for Analytical Quality Control in Water and Wastewater Laboratories，Cincinnati，1979.
