《联合国国际货物多式联运公约》1980年 5月24日在日内瓦签订。中国参加了公约的起草和外交会议，公约至1984年初尚未生效。国际货物多式联运是把远洋运输、内河、公路、铁路以至航空运输联结起来的运输方式，是随着海运集装箱化的发展而发展起来的。《联合国国际货物多式联运公约》旨在调整多式联运经营人和托运人之间的权利、义务关系以及国家对多式联运的管理。公约分为序言和总则等9个部分,40条条文以及一个有关国际货物多式联运的海关事项条款的附件。公约是继《汉堡规则》之后制定的，对于多式联运经营人的赔偿责任期间、赔偿责任基础、赔偿责任限制权利的丧失、非合同赔偿责任、诉讼时效的管辖等方面都有着和汉堡规则大体相似的规定。诉讼时效也规定为两年，但如果在货物交付之日后6个月内，或于货物未交付时，在应当交付之日后6个月内，没有提出书面索赔通知并说明索赔的性质和主要事项，则在此期限届满后即失去诉讼时效。反映《联合国国际货物多式联运公约》特点的有一些重要规定。例如，由于多式联运的发展，对于发展中国家当地社会、经济的发展有着重要影响，有时还会关系到国家计划的制订，因此，公约的第4条规定,本公约不得影响各国在国家一级管理多式联运业务和多式联运经营人的权利，包括就下列事项采取措施的权利：多式联运经营人、托运人、托运人组织以及各国主管当局之间就运输条件进行协商，特别是在引用新技术、开始新的运输业务之间进行协商；颁发多式联运经营人的许可证；参加运输；为了本国的经济和商业利益而采取一切其他措施。又如，多式联运中货物的灭失或损坏，如果不能查明发生阶段的，承运人的赔偿责任按灭失或损坏的货物的每包或其他货运单位计不得超过 920记帐单位，或按毛重每公斤计不得超过2.75记帐单位，以较高者为准（第18条）。对于确知货损发生阶段的，对这一阶段适用的一项国际公约或强制性的国家法律规定的赔偿限额如果高于上述限额，则多式联运经营人对这种灭失或损坏的赔偿限额，应按照该公约或强制性国家法律予以确定。
