潘家口水利枢纽引滦工程网络中控制性的供水、发电、防洪等综合利用的水利枢纽(见彩图)。位于中国河北。坝址地质良好,为片麻岩。工程主要包括:①形成29.3亿m3水库(称上库)的高107.5m的大坝。②形成下池(1000万m3)的高 28.8m的下池闸。③在大坝下游右侧设有坝后混合式蓄能电站,总装机42万kW。④下池闸左端有一河床式电站,设置2台贯流式机组共1万kW。上库系多年调节水库,坝址以上控制流域面积为3.37万km2,多年平均径流量为24.5亿m3。年内和年际分配极不平均,实测最小流量仅2.67m3,年调节径流量达19.5亿m3证率75%),故只有修建一座较大的多年调节水库才能满足供水需要。潘家口水库系引滦工程中的主要水源。大坝采用低宽缝重力坝,坝身设有18孔溢洪道,其中三孔采用了宽尾墩式溢流坝(见图),下泄流量很大,达56200m3。这种形式属首创,可以增加坝面压力并提高下游消能效果,对改善下游流态及冲淤状况有较好作用。电站内安装一台15万kW的常规机组(已于1981年发电)、三台单机9万kW的可逆式蓄能机组(尚在安装调试中),总装机42万kW,为中国第一座大型混合式抽水蓄能电站。由于系多年调节的供水水库,水位变幅大,发电最大和最小水头之比达2.4倍,远超出一般机组的运行范畴。为适应这种情况,采用了混流式双转速变极机组,同时还配置启动用变频器为机组变速运行。由于机组既可变极按双速运行,又可变频按任何转速运行,故运行灵活可靠,可改善机组气蚀条件,可提高机组效率和加大机组出力,按最优方式运行。这种变极、变频、变速运行的机组在世界水电建设中系首次采用。
