关于加强市本级政府投资项目设计概算管理的意见丽水市发展和改革委员会丽 水 市 财 政 局文件丽 水 市 审 计 局 丽 水 市监 察 局丽发改基综〔〕247 号关于加强市本级政府投资项目设计概算管理的意见市直各有关单位：为进一步规范和加强市本级政府投资项目设计概算的管理，有效控制%26ldquo;三超%26rdquo;工程，根据《浙江省政府投资项目管理办法》规定，结合丽水实际，经市政府同意，特制定本意见:一、必须严格按照国家有关规范做好设计概算的编制设计概算的编制质量，由设计单位负责。设计单位必须完整地、准确地反映项目设计的内容，严格按照国家有关的方针、政策和制度，实事求是地根据工程所在地的建设条件（包括自然条件、施工条件等影响造价的各种因素），按有关的依据性资料编制工程概算。项目的总概算应当包括项目建设所需的一切费用。概算中的各项费用应按规定计取，不得漏项和故意压低投资搞%26ldquo;钓鱼工程%26rdquo;。对概算编制内容不完善的，有缺项、漏项、定额套用错误等明显差错，达不到规定深度的，一律退回重新编制。二、加强设计概算的评估审查项目审批部门应委托财政评审机构或具备工程咨询资格的中介机构承担设计概算的咨询评估工作，评估报告经项目审批部门组织评审后作为项目概算投资的批复依据。中介机构应对概算评估的真实性、合法性负责。中介机构应当在收到符合要求的概算书之日起，10天内完成概算评估工作，并写出概算评估报告。投资额较大且技术复杂的项目，经项目审批部门同意，可适当延长评估期限，但最长不得超过15天。设计概算审查评估主要（1）审查概算编制依据是否具有合法性、时效性、适用范围的正确性和合理性，采用的各种编制依据必须是经过国家和授权机关批准的现行政策规定，未经批准的不能采用。（2）审查概算的编制深度。（3）审查概算编制范围。概算编制范围及具体内容应当与批准的建设项目范围及具体工程内容相一致。（4）审查概算投资规模是否符合原批准可行性研究报告或立项批文的标准；设备是否配套合理，有无提高标准等。（5）审查概算的建设费用：审查费用项目是否按国家统一规定计列，具体费率或计取标准是否按国家、行业或有关部门规定计算，有无随意列项、有无多列、交叉列项或漏项等。政府投资项目设计概算审查评估费按照《基本建设财务管理规定》在建设单位管理费中列支。三、严格掌握概算调整的范围与条件政府投资项目的设计概算一经批准，不得任意突破。有下列情形之一的，项目概算应当报原批准机关重新审批：（1）超过项目概算10%以上或总建筑面积超过5%以上的；（2）超过总投资在500万元以上的；（3）其他超过投资概算应当予以报告的。可进行概算调整的范围：（1）资源、水文和工程地质情况有很大变化，引起建设方案变动；（2）人力不可抗拒的各种自然灾害、造成重大损失；（3）国家统一调整价格，引起概算有重大变化；（4）国家计划有重大调整；（5）国家或省、市政策变化，设计需作重新修改的。不予进行概算调整的范围：凡未经原项目审批部门批准，在建设过程中擅自改变结构或性质、扩大规模、增加内容、提高建设标准、进行计划外工程建设或由此引起工程超概算一律不予调整。凡涉及到设计的主要内容如总平面布置、调整主要设备、工艺流程、提高建设标准等方面变更，必须建立%26ldquo;先报批、后实施%26rdquo;的制度，必须在修改前报原项目审批部门批准后方可调整。修改后的项目概算应送市财政投资工程预决算评审中心或中介机构审核，报市发展和改革部门审批。四、加强对工程概算各环节的控制项目业主在项目建议书或可研阶段要根据项目的实际情况合理地确定项目估算，力求投资估算比较完整、全面。
