城市设计与城市规划城市设计与城市规划城市设计内涵包括：（1）城市设计宜体现在规划设计的各个阶段，在区域规划、城市总体规划或分区规划以至建筑群的布局等都需要从城市设计的角度来考虑问题（“城市设计是设计城市”）。（2）现在城市设计概念中，已从较为单纯的美学考虑发展为广泛的综合环境质量追求。对城市的“实体环境”，过去梁思成先生翻译为“体形环境”，这种译法主要着眼于美学领域。这在当时宏观建筑领域，有其积极意义，现在看起来还是不够的，在物质环境里，生活质量是很具体的东西，仅以美学概念、体形环境概念不能完全概括。（3）城市是动态发展的，城市设计也是发展的过程，它存在于发展的各阶段之中，因此，城市设计不能像建筑设计一次完成，需要有时、空的概念，连续设计和不断修正的概念。（4）从空间布局到全面布局。包括工程措施的空间布局也在城市设计范围之内。（5）城市设计不能仅停留在理论研究、方案研究上，还应重视“任务研究”，如任务的可行性研究、决策研究等，设计任务书应该是研究的一个很重要的内容，大型的设计竞赛任务书应是在城市设计研究的基础上确定的，哪些原则是必须遵循的，哪些地方允许建筑师去发挥创造的，规定得比较准确，收效也就好。（6）传统的城市规划一直与城市设计是结为一体的，都属于建筑学的内容，城市设计只是在近代与城市规划分离开来。今天，城市规划与城市设计应重视对过去的继承与发展，以达到一个新的高度。近百年来发展起来的城市规划学，不能适应现代发展的要求，必须要有多学科参与，不断丰富城市规划学。城市规划要从城市的总体布局入手，从城市所在地区或更大的区域范围内考虑建设布置。要做到（1）点、面结合，城乡统一安排；（2）功能明确，重点安排城市主要用地；（3）内外交通便捷，规划结构清晰；（4）分期配合，留有发展余地等。基本文件有：城市现状图、城市用地评价图、城市环境质量评价图、城市规划图、城市工程设施规划图、城市近期规划图、郊区规划图、总体说明书等。
