村镇规划农村集镇和村庄的建设规划。在中国，一般是根据县的农业区划、县域规划，按照村镇经济、社会发展和居民收入水平等状况,对规划期内的各项建设(包括住宅、公共建筑、生产性建筑以及给水排水、道路、绿化、电信等)进行全面布置。1979年以来,由于农村经济的发展和农民生活水平的提高，乡镇建设发展较快。从1982年起,全国有计划、有步骤地开展了村镇规划工作,到1986年末，全国村镇的初步规划已完成74％。根据中国农村的特点，村镇规划和建设的基本原则是：①合理使用建设用地，严格控制占用耕地。中国全国平均每个农业人口仅有耕地二亩（约0.13公顷），低于大多数国家的水平。因此，在村镇规划中，一般都严格控制农民的住宅基地和乡镇企业的用地标准；在人口密集的村镇提倡建楼房。②多方集资，配套建设，逐步完善各项公共设施。村镇中的住宅由居民自建，集体协助；文化、教育和公用设施，一般由国家、集体和个人共同筹集资金，按照统一规划，配套建设。③在规划建设中考虑村镇与周围地区的联系。例如，随着农村商品生产的发展,越来越多的农民脱离种植业,从事乡镇工业、商业和服务业，在集镇规划中必须作出安排；村镇的许多公共设施，则要考虑为周围农业地区服务。④村镇的规划建设要体现乡土风格和特色。例如，建筑物的色彩、造型、体量、尺度应与农村的自然风貌相统一；对有价值的古建筑和风景名胜要妥善保护，新的建筑要同原有建筑协调。村镇建设规划的具体内容，因村镇的性质、规模而异。一般情况下，村庄的建设规划，主要是安排农民的宅基地和少量公共建筑。中心村的建设规划，除布置建筑物外，还要安排必要的生活服务设施和简易的公用工程设施（见图）。集镇规模在1万人以上的，其规划内容基本上与小城市相似,但要较多地考虑为附近农业地区服务的职能。
