日本财政投融资日本财政投融资日本财政投融资日本财政以信用形式进行的投资和融资活动，是日本政府运用财政信用形式支持经济发展、进行宏观调控的一个重要手段。它区别于一般会计(中央政府预算):政府预算的资金主要来源于税收，其拨款是无偿的，其支出主要用于政府开支和公共事业投资。而财政投融资的资金主要来自邮政储蓄和保险金，它的来源和投资都是有偿的，投资明显地具有引导企业执行国家产业政策的特点。日本的财政投融资由政府设立特别会计进行管理，由日本大藏省资金运用部负责分配。日本财政投融资的主要做法是:广开筹资渠道主要有:①邮政储蓄。它通过全国2万多个遍布城乡的邮政局吸收小额存款。②厚生保险金。即健康保险，凡雇有5人以上的企业均缴纳此项保险金。③养老保险金。④简易人寿保险。它是对收入较低的人实行一种简便的商业性人寿保险。⑤产业投资的回收和利润。它的最初资金来源是预算拨款，但要求回收并交缴利润的部分，所回收的本金和所缴纳的利润，形成财政投融资资金来源的一部分。⑥政府保证债和政府保证借款。由政府出面担保向私人银行等金融机构发放债券和借款，用以补充财政投融资的资金来源。邮政储蓄是财政投融资的最主要来源。根据不同时期的产业政策调整投资方向1945~1954年被称为日本经济复兴时期，财政投融资主要投向钢铁、煤炭、电力、海运四大产业，用于设备优化和技术改造。在1955一197。年的日本经济高速增长时期，财政投融资主要投向私人企业没有能力或不愿意投资的道路、港口、交通运输、通信、环境治理、水土保持等方面，并对新兴电子、石化、合成纤维和汽车工业方面进行投资扶持。在1971一1980年这个时期，财政投融资主要向住宅、生活设施、中小企业倾斜，在基础设施主面仍保持有一定比重的投资。从1982年以后，财政投融资的重点放在高速公路、机场、地铁、城市建设、地区开发、节能等方面口财政投融资的实施机构有一个复杂和有序管理机构体系。据统计全日本有50余家左右的实施机构，它们是:①公库和公团。公库实际上是财政投融资的专业银行，如国民金融公库，中小企业公库，住宅公库等;公团是类似基金会的组织机构，如森林开发公团，船舶整顿公团等。②政策性银行。日本开发银行和日本输出入银行，它们可以获得一部分财政投融资的使用权。③国营公司。日本国家经营的大的垄断性公司，它们可以分得一部分财政投融资贷款进行投资。
