情报系统为实现情报搜集、加工、存储、检索和传递的系统，由人(机构)、情报资源和技术手段等基本要素组成的集合体。人或机构是完成某种(些)互相联系的情报过程的执行者；情报资源指整理好的文献、事实资料、数值数据的集合体，是系统的物质基础；技术手段是借以实现某种(些)过程的工具。上述3 种基本要素按一定方式互相联系，实现系统的既定目标。情报系统按行政管理体制，分为国家情报系统、部委情报系统、省市自治区情报系统和基层企事业单位情报系统；按系统的功能,分为单一功能情报系统(即专业情报系统)和多功能情报系统 (即综合情报系统)。情报系统因其功能和服务范围不同,在组织上也各不相同。例如，综合情报系统，因其功能丰富、服务对象较多，通常由许多子系统组成，分别提供各种形式的服务；专业情报系统则因其功能单一，只能提供特定而有限的服务。一个完善的情报系统，一般应包括：①定题情报提供服务系统；②快报编辑系统；③文摘杂志及索引编辑系统；④情报检索系统；⑤文献翻译及复制服务系统。为提供有效服务，应具有以下基本功能：①搜集、整理和加工功能，简称输入功能。按照系统的目标和服务对象的需要，搜集情报资料，整理、加工成所需要的载体形式。②存储功能。将整理好的情报资料保存起来，同时将加工好的二次资料存储在相应的载体中，例如印刷版、缩微版(胶卷或平片)、机读磁带或光盘版等。③检索功能。 读者按规定的方法或规则， 从目录、索引、文摘等载体中找到所需情报。情报资料可以采取人工传统方式或者现代化技术手段(例如，电子计算机)来检索。④编辑出版功能，简称输出功能。存储的情报资料或数据，按系统的服务对象编辑成册。例如，书本式文摘、索引、年鉴、数据手册或其机读形式。⑤咨询服务功能。为读者提供查找文献资料的途径和方法，以及解答情报业务等问题。情报系统的建设是一项复杂的系统工程，一般需要经过系统分析、基本设计、详细设计、系统调试、评价和运行几个阶段。情报系统建成后，必须对其进行跟踪观察，不断反馈用户需求和意见，以便有效维护、保证系统正常运行。
