卷烟机用卷烟纸将烟丝卷成卷烟的机器。是主要的卷烟机械。卷烟机最早出现于19世纪60年代，如L.苏西尼发明的机器，曾在1867年的巴黎博览会上展出。它先将烟纸卷成空管，然后充填烟丝。这种充填式的机器早已被淘汰。1880年，美国人J.A.邦萨克发明连续成条然后分切成支的卷烟机。早期卷烟机烟丝的定量仅依靠供丝部分──烟丝箱进行，定量精度不高，而且当卷烟机速度提高时，烟条内烟丝分布的均匀性明显恶化。20世纪50年代中期，卷烟机速度仅达1200～1300支/分，烟支的重量标准偏差大约为平均重量的6～8％。1948年出现了关于平准器的专利。1956年出现了吸丝成型的方法。在此基础上设计的吸丝式卷烟机，在60年代初速率为2000支/分，70年代初达到4000支/分,80年代已达到8000～10000支/分，烟支的重量标准偏差降低到平均重量的2～2.5％。卷烟机包括供丝、成型、切割和重量控制四个主要部分，还有印刷、除尘等辅助部分。供丝 使烟丝初定量，同时清除烟丝中的杂物。烟丝定量的典型方法是用一对装有钩刺的辊筒。两刺辊同向旋转并保持一定距离。一个刺辊用以携带烟丝，另一刺辊把多余的烟丝向反方向推回，使前者携带的烟丝有均匀的厚度。通过改变前一刺辊的速度以调节烟丝携带量。初定量的烟丝被送至成型部分。成型 由吸丝带和烟枪两部分组成。吸丝带为一多孔输送网带，其背面和吸风室相通，由于吸风室为负压，烟丝由风道上行被紧紧地吸在网带表面并送至烟枪。在离开网带之前，烟丝经平准器修整作精确定量。在烟枪进口处，烟丝降落到卷烟纸上，由布带裹卷入烟枪，逐步卷成连续的烟条。切割烟条 采用旋转结构的刀头，刀片旋转轴线倾斜于烟条轴线，刀轴旋转时使刀片产生沿烟条轴线的相对运动，在切割点处相对速度与烟条速度相等，保证烟支有平整的切口。用得较多的类似于万向联轴节的结构，刀头装在倾斜轴上，从水平轴通过万向联轴节机构传动，当需要改变烟支长度时，可以方便地调整刀头的倾斜角。重量控制 有两个系统（见图），即气压式控制系统和射线检测控制系统。前者的压力传感器位于烟条成型之前，根据空气通过烟丝层的阻力大小，操纵平准器的高低，控制烟丝瞬时流量。后者多数用锶90(Sr 90)作射线源,检测点位于烟条成型之后。β射线通过烟条时被衰减，其衰减量和烟条密度有关。衰减后的β射线由电离室接收并转换成电脉冲，信号经放大后用以控制平准器的高度。射线检测控制装置用于控制烟支的平均重量。新型卷烟机都有各种自检、自诊断和自控功能。随着滤嘴烟的普及，卷烟机多数同滤嘴接装机结合成卷接机组。
