圣劳伦斯河防凌圣劳伦斯河（见图）是美国东北部与加拿大交界处凌汛严重危害的一条大河，上承苏必利尔湖、密歇根湖、休伦湖、伊利湖和安大略湖五大湖的水，向东北流入圣劳伦斯湾。圣劳伦斯河的地理位置为北纬44°～50°，五大湖为北纬42°～48°，冬季漫长而严寒，封冻期长达5 个月。该河段长1210km，包括五大湖总长约3050km。河道宽度在安大略湖出口为4km，向下大部河段宽约3km，从魁北克向东北逐渐展宽,到圣劳伦斯湾约145km。上游有一系列急滩，最大的为蒙特利尔南部拉欣急滩，自普雷斯科特到康沃尔为国际急滩段。在天然情况下，一般冬季安大略湖到普雷斯科特的大部河段封冻，72km的国际急滩段不封冻，可以产生大量流冰，常使康沃尔急滩周围的河道产生冰塞,拥高水位可达12m，有时凌洪淹没其下游的市区、街道。在蒙特利尔至魁北克河段，1642、1838和1896等年，因冰凌堵塞而发生水灾。如1861年春，蒙特利尔市附近的数处教堂被淹，一些礼拜者被围困于其中。自1954年到1958年由加拿大和美国在国际急滩河段联合修建航道和摩西桑德斯电站工程，并在其上游41km处的易洛魁修建了控制坝。1959年元月，由于大风把奥格登斯堡至普雷斯科特的冰盖吹开，高速洪流把开河的冰块带至卡迪纳尔,冰盖下形成12m厚的冰塞。鉴于这一情况，1959年秋天在普雷斯科特至盖洛普岛河段修建了六道拦冰栅，此外还采取了展宽部分窄河道的措施。具体运用已建各项工程进行防凌的办法如下：①短期调小水电站下泄流量，以降低上游河道流速，增加上游河道封冻河段。②运用易洛魁坝控制上游来冰，即将闸门降落到水面以下4.5～6.0m,把浮冰堵挡在坝上游。③由拦冰栅加强冰盖的稳定性，避免风吹河开造成冰塞等。采取这些措施，既减少了冰凌洪水危害，又减少了拥冰对电站的影响。
