通关通关即结关、清关，是指进口货物、出口货物和转运货物进入一国海关关境或国境必须向海关申报，办理海关规定的各项手续，履行各项法规规定的义务；只有在履行各项义务，办理海关申报、查验、征税、放行等手续后，货物才能放行，货主或申报人才能提货。同样，载运进出口货物的各种运输工具进出境或转运，也均需向海关申报，办理海关手续，得到海关的许可。货物在结关期间，不论是进口、出口或转运，都是处在海关监管之下，不准自由流通。
