调度中心电力系统信息处理、监视和控制的中心机构。它根据电力系统当前运行状况和预计的变化进行判断、决策和指挥。随着电力工业的不断发展，孤立电力系统逐步向联合和集中控制的电力系统发展。电力系统的规模越大，监视控制的功能就越复杂，因而就需要复杂的信息传输设备把全系统的信息集中起来。随着运行复杂程度的增大,信息量的增多,调度人员往往很难作出及时而正确的判断。调度中心配置在线调度计算机和管理计算机，通过人机对话方式完成对全系统的分析、计算、监视和控制。为了保证全系统的运行可靠性，要求这种复杂控制系统的设备具有很高的可靠性和充分的备用。同时由于系统庞大，任务繁杂，必将影响响应性能。根据电力系统的特点，目前的趋势是向分层控制方式发展。分层控制就是按控制性质、复杂程度及组织结构，将整个系统的监控调度功能分由不同级别来完成。凡对电力系统运行有全局性影响，需要广泛协调的监控调度功能由上一级完成，而局部的监控调度功能和操作任务由下一级完成。下一级还需接受上一级的指导和制约。调度中心则是各层监控指挥系统的指挥中心。电力系统本身就具有分层结构的特点。例如中国跨省的大电力系统设有全系统的调度中心,俗称网调,也称总调度所。相应的各省设有省级调度中心，称为省调，也称中心调度所，简称中调。中心调度所下又有各地区调度所。各级调度所在"统一调度，分级管理"的原则下对所辖区域进行调度和管理。分层控制具有以下的优点：①凡不涉及全系统性的监控功能可局部地在较低级就地进行，这不仅加速控制过程,减轻调度中心的负担,而且减少了不必要的信息传输，提高了可靠性。②局部系统因故障停止工作而不会影响全系统的其他部分。分层间可部分地互为备用，从而提高整个系统的可靠性。③由于控制功能的分散，减轻了主计算机系统的负担,也大大减少了信息传输量,降低了对信息传输设备的要求，使设备投资降低。④可灵活地适应系统的扩大或变更。
