城市环境质量综合评价城市环境质量综合评价城市环境质量综合评价对城市环境受各种因素影响程度进行考察、监测和全面分析,在此基础上提出改善环境状况的政策与措施城市是一个复杂而庞大的系统,城市环境的内涵也体现出这一特征,它包含城市的原生环境与人工次生环境。原生环境即自然环境,主要由空气、水、土壤、植物、动物和太阳辐射等构成。人工次生环境亦称文化社会环境,是在自然环境基础上,通过人类的社会劳动所创造的物质和文化等构成的环境体系。其具体内容包括由驯化、驯养生物所构成的生物社会环境,由工业化、城市化以及各式各样建筑所构成的物理社会环境,由人们的行为、习俗、语言和法制等所构成的心理社会环境。第二次世界大战以后,随着和平环境的实现.工业化和经济发展在世界范围内加速进行,促使城市大发展;与此同时,城市环境质量普遍下降一些城市环境开始严重恶化。在此情况下,为了给环境保护和治理提供依据.城市环境质量评价被提上议事日程具体评价工作主要包括以下几个方面的内容:工环境调查重点是查找污染城市环境的源头(污染源)、污染方式及其程度;兼顾了解构成城市环境的各要素,对于它们所发挥的不同程度的影响予以切实考察.提出量化指标。②环境污染监测。通过监测.提供一系列从不同程度上影响环境质量的具体数据③使用科学手段,有针对性地进行必要的模拟试验,提供实验数据。④在上述各方面取得数据的基础上.找出对城市环境构成主要影响的根源.并通过综合分析论证,提出减轻甚至杜绝污染城市环境的政策与措施.包括行政的、法律的和经济的政策与措施口在经济基础较堆厚或者地位重要的城市,可以由城市本身或由它所在地区或国家有关部门提供较多的资金与技术力量,作出详细的、规范化的城市环境质量评价,对未来环境质量变化趋势进行预测,在此基础上提出城市环境的综合治理计划,并从投资分配、资金来源、机构设置、人员培训等方面予以具体落实。
