中国地方钢铁工业中华人民共和国成立前只有昆明、长治、威远等几个小钢铁厂和沈阳、大连、广州等几家小轧钢厂。各省、自治区的中型骨干企业如涟源、鄂城、安阳、邯郸、南京、杭州、三明、济南、韶关、临汾等钢厂，绝大多数都是1958年前后兴建起来的。60年代中期，又兴建了凌源、江西、西林、洛阳、略阳等中型企业。经过二十多年的发展壮大,现有中型骨干钢铁企业55个,小铁矿、小铁厂、小轧钢厂900多家。1983年产钢769万吨、生铁1041万吨、成品钢材982万吨、焦炭893万吨、矿石2793万吨。地方钢铁企业一般设备吨位小，原料条件差，工艺技术落后，生产结构不很合理，经济效益低于重点钢铁企业。1978年中国共产党十一届三中全会以后，地方钢铁工业贯彻执行了调整方针，1983年与1978年相比：在总能耗下降14.1％的情况下，钢产量增长83.4％；由亏损6.38亿元，转变为盈利7.55亿元。1983年的总产值占全国钢铁工业总产值的31.77％。全国19.2％的钢,28％的生铁，32％的钢材，是由地方钢铁厂生产的。它对国民经济的发展，做出了较大的贡献。
